These are set in Group Policy, I believe, but it is far beyond me to give a
step-by-step to changing them.

That will disable the homepage setting for IE. However, SBS 2008 also creates a link to the Internal Web Site on users' desktops. This is a separate setting that is unaffected by the group policy you referenced.
The link is added to the desktop after logging in even if it's been deleted in a previous session. Any thoughts on how to disable the policy that creates the link?
