Hi ASIF & Darrell:

Thank you for this post. I was completely lost with the same problem
and thanks to both I am about to solve it.

Between your initial post and the one where you manually installed the
files as suggested by Darrell I miss the procedure you used to gain
access to c:\Windows\servicing\Packages. As you stated, this folder is
controlled by the TrustedInstaller user. Not even the administrator is
allowed to modify anything.

Could you be so kind as to post how you managed to copy the missing
files?

You need to take ownership of the folder so you can update permissions then
copy the files.
When finished recommend reverting permissions and setting ownership back to
NT SERVICE\TrustedInstaller
