I believe I overwrote the All users profile by copying a profile over it.
Now the system is unstable. How do I recreate this folder or delete it?

Restore from backup.

Yes, that would be the best. If you do some tinkering, you will not have a
peace of mind and every time something gets complicated, this fact would be
at the back of your mind.

When you finish reinstall, make an image of your system so that you can make
quick recovery in the future.
