The only one that comes to mind, is using OWA (Exchange web mail), to change their passwords, under Options. Exchange 2003 had to be installed as a separate feature, but it is included with Exchagne 2007 & 2010.
Otherwise, sorry. I remember something else related to a third party web app that will do it, but I don't remember it being natively offered in the operating system.
