Hello Charle,
Depends on your needs, for GPOs you have to use a Windows Vista or higher
OS version wioth RSAT installed, XP with adminpak can result in problems,
especially as Windows server 2008 R2 is 64bit.
If you talk about connecting with Remote desktop to the server directly this
works.
