PHOTO PROGRAMMER with vista 32

PHOTO PROGRAMME
I am looking for a free download photo programmer, at present I am using picasa 3 but it is very limited as to what you can do, I need one that can resize your photos on file down to a pasport size HELP.

As patio rightly said Irfanview is a good basic editor for resize etc.

If you want something more powerfull (to almost photoshop levels), I would recommend you have a look at the Gimp - totally free open source ...

GIMP - The GNU Image Manipulation Program

I also recommend Gimp, and also www.paint.net which might be easier to understand than Gimp.
