Download the (ZIP file) for your version of Windows.
Homecinema 32/64bit

Extract the ZIP file to a folder of your choice and launch mpc-hc.exe. On first run go to View>Options>Player and check 'store settings to .ini file'.
It will create an ini file of the same name as the exe, if you choose to rename it. Also the single exe is the only file needed to run portable, it will default to English. The default.mpcpl playlist file will also be created in the same directory and can be toggled on/off (created/deleted) by going to Veiw>Playlist and right clicking in the playlist area and checking/unchecking Remember Playlist items. It will most likely leave empty keys in the registry under HKEY_CURRENT_USER\Software\Gabest only after the initial run, subsequent runs will use the ini file. So if mpc is not installed on the system these keys are safe to delete. It might be possible to create an .ini file with the same name as the exe before first run and avoid the registry but I haven't tried, I have tweaked my player and don't want lose my settings.
One more thing if you get an error complaining about the DX Runtime, go to View>Options>Playback>Output and try a different Filter under DirectShow Video, I'm using the System Default. That's all for now, MPC Homecinema is a great edition to any thumb drive, as well as an installation on disk.

Update:

It is possible to create an ini with the same name as the executable ((mplayerc.exe - mplayerc.ini) (MPC-HC.exe - MPC-HC.ini)) containing 1 line of code:
Code:
[Settings]
This will avoid the registry and default the playlist (default.mpcpl) to the app directory.
No empty registry entry and no folder in %appdata% created!
