"There was a Problem Sending the command to the program"

Hi, I am running windows 7 Home premium 64 bit on my HP dv4 Notebook.
Whenever I try to open a microsoft office file, it gives me a message that says "There was a problem sending the command to the program.
I do not have Zone Alarm on my PC so that is not the problem.
It would be very helpful if someone could tell me the solution to this problem.
