Getting "Can't load wmi.dll"

When I try to install Cyberlink You Cam 4, I get this message:
"Can't load wmi.dll"
Can anyone help. I have asked a million people but all I get is sketchy descriptions or contradictory advice.

A friendly Gnome gave me this link for a cleaner to rid the last vestiges of a previous Cyberlink installation imperfectly uninstalled by my self.

When prompted, save the file on the desktop of computer. After download is complete, run the file and restart your computer.

This wonderful device which is the envy of the civilised world should be kept in a safe place lest it be sullied by some scurrilous rapscallion.
