.Net Framework Issues

Hello. Hopefully someone can assist with a problem I have dealt with trying to install Quicken 2013. The install hangs up halfway through and fails. Quicken seems to be pointing to a .Net framework problem. Quicken says it needs 2.0 to install. I have read that 2.0 and 3.0 are included with my OS. I did find them in the registry. Also, I am not computer savvy but dangerously adept and finding troubleshooting tips on the internet. Not sure which direction at this point to go here at this point. Thanks.
