Java (for non-programmers) is the run time system needed to support applications written in the Java language. Aside from that it has nothing to offer. It is popular in portable devices and also used in some desktop applications and websites. Although the number of these websites is small it tends to be mission critical when needed. Many banking sites rely on it.
In recent years it has been targeted by hackers and is quite a significant security risk. Install it if you really need it. Otherwise avoid it.
NSA actually recommended to not install it unless its really really necessary.

I do agreed to the point that some of almost software contain bugs however the problem still persist right now? is java team still not be able to fix the flawless bugs?
