UAC problems

I can't download anything because of my UAC. I have tried everything I know to make UAC work or turn it off, but I still can't download. Does anyone know what I can do to turn it off or make it stop? Is this new? I didn't have this problem last week. Is it from a new release?

Sorry, but I have a couple of questions to see if more details may help you get this sorted faster.

What does it say or do when you try to download?

What type of user account are you using?

If you have more than one account, does it also do this in the other accounts?
