If you're still having problems:

Reset the TCP/IP protocol.....
Right click on cmd again, and choose “Run” as Administrator.
Type netsh int ip reset and press ENTER. Type Exit and Restart your computer.

Hi found the same solution you gave but it didn't work, ended up recovering the whole system as system restore and turning off windows defender didn't fix it.Defender shouldn't allow you to deny essential programs like this, now I'm worried about denying other stuff in case I do the same thing as my technical knowledge is limited. Thanks for your help anyways:)

Hi Chase

Thanks for your reply.

Sorry, I didn't mention that I couldn't follow that step because when I right-clicked cmd, there was no option to Run as Administrator. Perhaps it's because I had login the Administrator account? Should I login the User account and try again?

But I had login to Windows as an Administrator. When I opened cmd, it showed C:\Users\(my name)>
And when I right-click the top bar, there are only Move, Size, Minimize, Maximize, Close, Edit, Defaults and Properties. I don't have the option to Run as Administrator.
Do you know which step I had done wrongly?

I'm am using Windows 7 right now... but I'm pretty sure the steps are the same for Vista, if not at least very similar... but this is the steps I take:

Just type "cmd" in the search field, right click the cmd link and it should be there.

Sorry, my bad, I had typed cmd and hit Enter. I managed to Run as Administrator and reset winsock and restarted the laptop, but the Internet Explorer still couldn't open any page. I also tried resetting TCP/IP and restarted the laptop, but this didn't solve the problem either.
Do you have any other suggestion?
