My Computer

you could try to start it yourself or try restarting your computer.
To restart it go to start type services.msc in the box that opens look for Windows Defender right click it go to properties and check the start up is set to Automatic.
The option to start is there as well.

Windows Defender is AUTOMATICALLY turned off by certain anti-virus programs since they do the job of defender in addition to protecting you from viruses. Microsoft Security Essentials is one of those programs that will turn it off because it is no longer necessary to have defender run. You didn't state which anti-virus program you use but that is more than likely the reason it is disabled (it is supposed to be disabled).

Good point What anti-virus software do you use?

Microsoft Security Essentials (MSE)

Free, small footprint, automatic scanning and updates. You can't do better.
