Malware virus on Window Vista won't let me open IE on safe mode?

Hello Vista Smart Community,
I have a problem with a stupid malware virus on my Window Vista laptop (x32). This is the typical malware virus (system tools) that pops multiple windows telling me that my PC is infected with viruses and then is asking me to pay them (ransom scam). In the past I was able to fix the issue by going to safe mode and then fixing the proxy on my IE and then downloading legitimates virus killer. This time, is a little harder for me to kill this virus. This time the virus is not allowing me to open IE at all in safe mode :cry:and is using “Window Vista security center” as the name versus the other know names. Can someone please help me figure out how to kill this Malware when I cannot access IE?

In view of what you have told us so far, I have requested one of our forum security experts to asses the post.
They are, as you might imagine, busy people, some even in different time zones and therefore not always readily available.
So I ask you to be patient & someone will advise you when availableOK?
I would try & do nothing further until the expert advises. Thank you.

>>>This time the virus is not allowing me to open IE at all in safe mode ..

Since you cannot download anything, suggestion .........
Find a fiend with a computer, download the following programs to a CD or flash drive > take it home and run those programs.

Malwarebytes :
Malwarebytes ..... pick the “ free version “

STOPZilla :
STOPzilla Anti-Spyware

TDSSKiller :
Download TDSSKiller 2.4.21.0 Free - A tool to help you remove malware belonging to the family Rootkit.Win32.TDSS - Softpedia

There should be no doubt that Malwarebytes will catch the virus. But don't stop there. Run the other 2 programs to ensure your computer is completely clean.

Problem Solved! I used a flash card to download the Malwarebytes.

Good to hear.

I still like to caution you that you should go one more step and run the other programs I suggested.
Just to be for sure that nothing has slipped out of Malwarebytes detection.

Hello

You might also want to think about not using any of your restore points as you might reinfect your system all over again, delete the ones you have and start new ones.
