Welcome
You are so correct a firewall is a must. Disable the windows firewall.
How to Uninstall Windows Firewall in Vista | eHow.com
There are many free firewalls that can be used in lieu of windows.

Example, this is considred one of the best
http://www.comodo.com/home/download/download.php?prod=firewall

Possibly if you disable the windows fire wall then just enable again it may work. If it does or does not Comondo is excellent.

If you insist on Windows firewall try this

Click on start button then run> type netsh winsock reset, then hit OK. Boot computer and tick windows firewall.

Hello bally303 and welcome to the forums

As well as following Rich's excellent advice can you do the following for me please

OTL

Download OTL to your desktop.
Double click on the icon to run it. Make sure all other windows are closed to let it run uninterrupted.
When the window appears, underneath Output at the top change it to Minimal Output.
Under the Standard Registry box change it to All.
Check the boxes beside LOP Check and Purity Check.
Click the Run Scan button. Do not change any settings unless otherwise told to do so. The scan wont take long.
When the scan completes, it will open two notepad windows. OTL.Txt and Extras.Txt. These are saved in the same location as OTL.
Please copy (Edit->Select All, Edit->Copy) the contents of these files, one at a time, and post it with your next reply.

Once OTL has completed its first scan it will save notepad copies of the scans in the folder that OTL was started from. Unless set to produce an Extras log it will only produce OTL.txt in subsequent scans.

A copy of an OTL fix log is saved in a text file at

:\_OTL\MovedFiles
in most cases this will be C:\_OTL\MovedFiles

Please attach both OTL.txt and Extras.txt with your next post for me to analyse

Malwarebytes Anti-Malware

Download and install MBAM from here
Run a full scan and attach the log with your next post for me to analyse

bally303 Welcome to the forum, I hope I can help.

1) you can try this fix: Diagnose and fix Windows Firewall service problems automatically
2) Do you have any security software installed on your computer?

Method 1: Check to see if this is what you have already tried.

a. Click Start, type "services.msc" (without quotes) and press Enter.
b. Double-click “Windows Firewall “in the Services list.
c. On the General tab, next to Startup type, make sure that Automatic is selected.
d. I f the service is not already running, under Service status, click Start, and then click OK.

Method 2: Temporarily disable the computer`s anti-virus program and check if the issue persists. If no issue occurs, then you might need to firewall settings within the security software.

Note: Ensure to enable your anti-virus back on the computer after you finish these steps. It is not recommended to disable these settings on the computer. This is just to troubleshoot the issue.
Disable antivirus software

Method 3: If this does not help, then go ahead with the following steps and check for the issue.

a. Click Start and type “cmd” (without quotes) in the start search box.
b. From the programs list right click on cmd and select “Run as Administrator.”
c. In the command shell type the following command and press Enter after each command.

netsh advfirewall reset
net start mpsdrv
net start bfe
net start mpssvc
regsvr32 firewallapi.dll

d. Confirm any box that comes up by clicking OK. The result on the last entry should say that it succeeded.

Hope this helps!
