loss of administrator elevate rights

Hi I have a local machine running vista SP2 and there are a bunch of admin tasks that I can no longer do with various errors like access denied when trying to delete a printer and system error 5 when trying to run any of the net cmds eg net stop or spooler commands.

When I try and elevate cmd it doesnt get Administrator it would seem, the account i am using is administrator its self not the hidden system Administrator account but a JOEBLOGGS with admin class.

I have also tried to reset the Administrator account again access denied. It would be a huge PIA to have to do a rebuild but I cant think of anything else happy to try anything no matter how deep and dirty i have to into the registry etc but this isnt my area of expertise. I appreciate that it shouldnt be easy to just change administrator profiles for security reasons but it equally must be possible to do something less than a reinstall and restore of all my apps and data.

any ideas very gratefully attempted.

My first guess is that you, as many others, are not trying to get the elevated prompt correctly. This is for Seven and Vista
Elevated Command Prompt - Windows 7 Forums
If that does not work, try from another administrator account. Create one if necessary. Your present account may be corrupt.
Try with the hidden administrator, too.

Thanks for your ideas Richard, I was doing the elevation correctly neither works form cmd.exe or form accessories and run as administrator. I hadnt tried setting up a new administrator account which I did but that came with the same system 5 access denied error, and for good measure i bumped up an existing standard account to admin and tried that. I think it looks like time to bin the lap top and get that ipad i was drooling over in the shop( kidding ) i have also tried turning off user account control but no luck that way either. The main reluctance to rebuild is that i have misslaid one of my original office discs and so dont want the hassle of getting a new disc from microsoft

Can you log into the administrator account? It isn't by default restricted to needing elevated permissions. If you can access that you'd be able to work on the configurations.

Did you disable user account control?
