The security center service can't be started

Hi, I have the same problem with Security Center, (THE SECURITY CENTER SERVICE CAN'T BE STARTED) but with the difference that "Security Center" does not appear neither on Services nor on msconfig, so I can't make it "Automatic" or "check box" on msconfig... Any other solution?

Note: although Security Services appear on msconfig under "Tools" (
C:\Windows\System32\wscui.cpl) it does nothing when launched but back to the same message

Please download RogueKiller:
Tlcharger RogueKiller (Site Officiel)

When you get to the website, go to where it says:

Select the version that applies to your system, Vista home premium 32-bit: the one without x64
Click the dark-blue button that applies to download.

Save to the Desktop

Close all windows and browsers
Right-click RogueKiller and select 'Run as Administrator'

Press: SCAN

A report opens on the Desktop: RKreport.txt

Please provide the RKreport.txt (Mode: Scan) in your reply.

(Please do not delete anything!)


Also, download Farbar Service Scanner

Save to the Desktop

  • Make sure the following options are checked:
    • Internet Services
    • Windows Firewall
    • System Restore
    • Security Center
    • Windows Update
    • Windows Defender
  • Press: Scan
  • FSS creates a log, FSS.txt, on the Desktop.
Please provide the FSS.txt in your reply.

there's been something goofy about attachements for the last week, as you have found out. Select Edit, to edit your post. Click on the paper clip and your attachment should be listed. Click on the attachment and then save your edit. The attachment should display.

i assume you have Microsoft Security Essentials installed since Windows Defender is disabled.

Please run RogueKiller once again:
Close all windows and browsers.
Right-click RogueKiller and select: Run as Administrator

Wait until the Prescan finishes
The Status box shows: PreScan Finished

Press: Scan

When done, on the right, click: Delete

Wait until the Status box shows: Deleting Finished

Click on Report and provide the content of the new Rkreport (Mode: Remove) in your reply.

Restart the computer.

Next, please download the Windows Repair:

Save to the Desktop

Right-click the downloaded file and select: Run as Administrator
Follow the prompts to install...

At the program's console:

Go to the Start Repairs tab

Press: Start

When asked to create a Restore Point or backup the Registry, select: Yes
On the next prompt, only press: Backup
When done, exit the tool.


Next please press the Windows key, and the R key, both at the same time.
In the Run prompt, type: regedit32
Click: OK

Navigate to the following Registry key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\Root

Do this by clicking the > to the left of each of the following:
> HKEY_LOCAL_MACHINE
> SYSTE
> CurrentControlSet
> Enum
Under Enum, go to: Root

Right-Click Root and select: Permissions...
Click: Advanced (bottom right)

In the next prompt, select the Owner tab

Under Owner tab, select/highlight the entry starting with you user name. Example: Cottonball(Cottonball-PC\Cottonball)
Place a check mark next to: Replace owner on subcontainers and objects (bottom left)
Click Apply and OK.

Under Security type, while Everyone is selected, place a check in the box under Allow next to Full Control.
Click Apply and OK.


Now, download Vista.zip:
Registry network keys - Smartest Computing
Save to the Desktop

Right-click and extract the file.

Inside the folder created, look for, and double-click: legacy_wscsvc.reg
Confirm the prompt to Merge to the Registry.


Please go back to the the Registry key again (above).

While Everyone is selected, remove check mark in the box under Allow, and close the Registry.


Now, please open Notepad (Press the'Windows key and the R key simultaneously)
In the Open area, type: notepad

Copy and paste the text inside the code box below to Notepad

In Notepad, go to File > Save As
Save the file to the Desktop
Save the file as: startsvc.bat
In Save type as, select: All files

Now, right-click on startsvc.bat
Select: Run As Administrator
A black Command prompt window appears momentarily, then it is done.

Restart the computer.

Last, go back to: Farbar Service Scanner
Double-click to run it, and check all the options.
Press Scan
When done, please post the new FSS.txt in your reply.
