Cannot Rename or Move a File or Folder in Vista Fix

INFO: If you recieve the error The File or Folder does not exist when you cannot move or rename a file or folder, then this will show you how to fix this problem in Vista.

CAUSE: This problem occurs when this registry key or it's subkeys below gets corrupted, changed, or deleted.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\explorer\FolderDescriptions

1. For the 32 bit version of Vista -
A) Fix_Rename_32_Bit_ Vista.reg < Click To Download

3. Click on Save, and save the .reg file to the Desktop.
4. Right click the .reg (On Desktop) file and click Merge.

After this step my download opens up on the desktop; it does not have the .reg file type but just this code

5. Click on the Run button for Security Warning pop-up.
6. Click on Continue (UAC), Yes, and then OK when prompted.
7. Restart the computer to apply the restoration.
8. When done, you can delete the .reg file (On Desktop).

I never get to step five. I manually open regedit and find the following subkey which looks nothing like the code snippet you have me download.
I import your code snippet to the {15CA69B3-30EE-49C1-ACE1-6B5EC372AFB5}] subkey which microsoft says the faulty subkey for the error message.

I have also taken ownership and special permissions for the key and subkey.
What am I missing? Thanks for any help you can give Me?

Is my registry "screwed up". I just downloaded SP1 on a 32 bit Vista Home Premium system. Please help.
Also I cannot uninstall SP1 fix. It says it is and takes about an hour, then gives me the message . SP1 cannot be uninstalled, revert back.

I have been trying for 5 days to fix this. Finally I restored the windows system folder from an Acronis 11 April 2008 image backup. It helped me get my
log system back i.e. event error log, but has not fixed the new folder naming problem or the renaming of old folders.
I have 2.6 terrabytes of information, 200+ specialized software packages; am a genetic code scientist and have spent the last 8 years proving the watson-crick genetic code should have 6 not 5 nucleotide families. Every medicine ever made is incorrect; causing toxic side effects and killing over 100,000 people every year, including my mother 8 years ago.
Please help me; Vista has delayed my research for at least 3 of the 8 years.
I donated a small sum to you guys but will be happy to pay you much more if you can personally consult with me and get my system error free without having to do a clean install which I see as my only option. It takes a week due to the 300+ specialized scientific programs I have to reinstall and customize the nonstandard drivers which need "work arounds".

browse my system and 8 500mb external hard drives?
