See section 5 of the tutorial for details on how to turn this feature on or off. You can change the colour of this border if you wish.

I don't think that you can port this tool over to XP from Vista, however have a look at this for XP Snippy

You might prefer this free app. I use it on Vista and Win 7 in preference to the snipping tool.
