I'm logged with administrator rights, and I got x64 vista on my laptop, worked fine for me, maybe UAC disallow you to write to xml file, turn it off, or set premission on system drive...

Yes I think so :-P It's pretty annoying for me...

heres the full instructions... you have to have ownership of the file first. works on x64 too.

Just a note about hacking your WEI scores, Any game that uses these settings to configure itself will automatically use the highest possible settings available and possibly make that game crash or unusable.

Thanks for notice, but I think that, game will not crash, it just default set higher graphic settings, so it's on you, to set right graphic settings for your machine...
