Are you currently logged in an administrator account to delete this other user account?

If so, then you might see if you may be able to delete it using Option Three in the tutorial below instead.

Sure, it will work with Vista as well if there's not something else wrong preventing it.

Yeah, "Local Users and Groups" is not available in Vista Home Premium.

You should be able to use OPTION THREE in the tutorial to delete the user account in a elevated command prompt.

If you like go ahead and post some screenshots showing this to see if any other issue may be at hand.
