Vista - Script to create Dialup connection on XP

I've been looking for several hours, and can't seem to locate the
information I need to write a vbscript to create a dialup networking
connection (New network connection, using modem) on XP. Can somebody
point me in a useful direction?

What I need is a pointer to either the wmi commands to do this, or a
command-line utility that I can pass parameters to. I know vbscript
pretty well, but can't find the utilities or commands I need to create a
new network connection with it.
