Scope of Err Variable

If an Err is raised in one function, can another function access its
members? Or would it be possible to pass a reference to it?

I'm pretty sure it's a global object, but it can change,
so you really should be checking it at the point where
it's relevant. For instance, if you trap it in one function
with On Error Resume Next, then call another function
that also uses On Error Resume Next, according to the
docs that will clear the last error. So if you need to transfer
that info. it'd be best to use a global variable that can
hold it.
In any case, it's easy enough to test in your specific
situation.
