Questio for vbsEdit users : How to designate comand line parameters

How do you feed command line parameters to a script that executes in
vbsEdit?

MUI entry problem

I am having the following message on my computer when I am trying to update/download any software.

"The resource loader cache doesn't have loaded MUI entry".

I have tried to run the 'regedit' but even then I get the above message, I am trying to avoid formatting my computer. The computer is also running very slowly, it is 2 years old and I am running Windows Vista Home Premium. Does anybody have answers for me please.
