More Weird file name sorting order in folder explorer window

Back in March of 2008, I started a thread that dealt with the weird sorting
order of files names in windows explorer.

It dealt with file names that were made up of hexadecimal characters, like:
0000.txt
00A0.txt
0A00.txt
000A.txt

This sorted order seemed somewhat weird, but in the course of that
discussion a simple registry entry was posted that seems to fix that
problem.

Now I find a similar class of weird sorting: file whose names are only
characters in the range a/A to z/Z and files with a single quote (')
prepended
to the same name, are sorted with the single quote being ignored some of
the time.

goodbye.txt
'goodbye.txt
hello.txt
'hello.txt

The registry fix posted in that thread fixes the sort order for the
hex-numbered files, but does not fix the sort order for the '-prepended
files.

Does anyone have a fix for this?
Also, has anyone come up with a scripting way to make the registry change
apply to newly opened windows-explorer windows without rebooting?
