Debugging vbs script

I am trying to debug a vbs script using mse7.
When I try to run the debugger after I have set a breakpoint at the start of
my code I get a couple of messages and that's it.

The first message is 'File Download - Security Warning' asking "Do you want
to open or save this file?" where this file is the vbs script I am trying to
debug.
I say I want to open the file and then I get a second message 'Internet
Explorer - Security Warning' asking "The publisher could not be verified.
Are you sure you want to run this software?' to which I respond Yes.

And the debugger does kick into gear.
Am I going about this in the right way?

Should also say that when I try to run in MSE that IE is getting invoked
even though my vbs application has nothing to do with IE.

Debugging doesn't happen. No breakpoints are triggered.
