Would this meet your requirements?

Create a shortcut that consists of the VMC *only*.
So long as .vmc files are associated with the VPC program, Windows will
know what to do with it.
Drag and drop the new vmc shortcut into your start folder.

Startup will initially show the host desktop but will also boot the VM,
thereon.

(As to starting full screen, that *may* be a VPC command line option that
does that, I've not looked.........)
