Virtual Server is definitely the way to go.

There is a dedicated newsgroup for that: microsoft.public.virtualserver,
where you will probably get a better response.

But he still cannot have more than one (or possibly 2) desktops active
on a guest no matter what the host operating system is or if he uses
VPC or VS.
He is also saying that he is using Windows Server 2003 as the host
with guests on Virtual Server. He is just posting to the incorrect
newsgroup for the system he is using.

But still the number of users that can access a single guest
simultaneously depends on the *guest* operating system, which he does
not mention. But given that most people here tend to think that
Windows is the only OS in existence, we can assume that he is testing
on XP or Win98 or similar guests and there it is not possible to have
multiple, simultaneous and independent desktops on those.

By the way, Martin Kovac, you are using the wrong terminology....
You do not "plug VHD:s" into Virtual Server!
What you refer to as VHD to us means the virtual disk file on the host
(extension VHD) used by a virtual machine as its hard disk. Virtual
machines are commonly referenced by the word "guest" to differentiate
from the software supplying the virtualization (VPC2007 or VS2005)
running on the "host" PC.
