I getting the same and and have no resolution yet.

Trying to install the network for DR DOS 7.03 on VPC for Mac 6.x using the Dec 21041 driver and the DC21X4.DOS driver file and PROTOCOL.INI file. I too receive the "Could not open protocol manager." message from the DC21X4.DOS load in my CONFIG.SYS file.

There is a separate newsgroup for vpc on Macintosh. You are probabluy
better off asking there since the VPC2007 (for Windows) and the one
for Mac are pretty different.

The NIC is the same in both, whatever works in one should also work in
the other in this case.
