Does the VM screen show a message about 'PXE Boot Agent'?

If yes, then the virtual machine it's trying to boot from network, because
you did not 'insert' any bootable media, nor did you somehow made the
virtual harddisk bootable.

Capture a bootable CD/ floppy or image of one (ISO or VFD) and boot from
that to install an OS on the virtual harddisk (including partitioning and
formating it), the same way you would do with a brand new and absolutely
blank physical PC.

A VM works just like any other box, if you can enter a static IP in
the OS on a real system, you can do it in a VM.
