I have simcity 4 deluxe and it only works with direct3d,I haven't got it to work until now.The graphics were all messed up and choppy. My direct 3d hasn't been working for a while now. I have xp, I went into the same menu he said to go to and changed the hardware acceleration all the way down to basic, loaded the game and it works great.
