Erratic video update on Win98 guest desktop.

I have a fresh working Win98 install in VPC2007. Graphics updates is
erratic - for example, if I press the start button, I might see something
like this:

I have the VM additions installed, and it doesn't matter what resolution I
set it to. Any ideas how to fix this?

Host is WinXP64 with ATI 3870, 4GB ram.

For one thing 98 saw a 512mb barrier on the old version of Windows there. There were two tweaks involving the system.ini or autoexec.bat files that would allow 98 to start up and run normally on a system with more then 512mb installed.

The msconfig utility could also be set to accomidate this by limiting the older version when opening the advanced tab and setting the "Limit memory to" option seen there to 512mb.

The maximum screen resolution was about 1024x768 or 1152x864 on the older version there for the most part. The native resolution for most systems was 800x600 for crts or smaller non widescreen lcds.

First thing to try is changing the hardware acceleration under the
Performance tab in Display Properties. Knock it down a tick at time
and see if it makes any improvement.

That would certainly be another thing to look at as well.
