No VM solution will give you direct access to your physical GPU.

VPC provides no 3d hardware acceleration.
VMWare provides limited DX9 support, you could try that.

You don't. Your virtual PC uses emulated hardware and the video 'card'
is only a Trio S3 with 8Mb of RAM. It is possible to increase the RAM
to 16Mb by editing the VMC file, but that still won't get you 3d
acceleration.

You have to think of a virtual PC as a completely separate physical machine.

The reason is that, apart from the CPU, all virtual hardware inside a
virtual machine is emulated - the host machine's physical hardware is
completely irrelevant:

You can't...

Vmware 6.5 3D Support is actually pretty good if you have a fast CPU
and a fast GPU. It's not perfect but it's the best out there right
now. (If your running Vmware on Windows though your still better off
running the game in host Windows).

VirtualBox supports OpenGL acceleration but not Direct3D. (Direct3D
support will be in a future release)

The above two products only support D3D or OGL acceleration in Windows
XP+ guest. So with 9x your SOL unless you use software video emulation
like Swiftshader.
