Virtual PC 2007 Japanese keyboard layout problem

I am using English Windows vista Ultimate 64bit as host on SONY VAIO Z91 note
book (Japanese model) which has a Japanese keyboard. I installed Windows XP
32bit English version as Guest OS using Virtual PC 2007 English version.
The keyboard setting in Guest and OS is same and as follow :

Default Input language = Japanese-Microsoft IME standard 2002 ver.8.1
Installed services :
Japanese_
|Keyboard_
| apanese-Microsoft IME standard 2002
ver.8.1

When using Vista the key board work correctly but when using the Guest OS
(Windows XP) the key board layout detect by the OS is English. How to change
it to Japanese?
