How to administratively disable network access?

I am looking for a way to disable network access by any virtual machines that
may be run from a Virtual PC host.

Disabling the “Virtual Machine Network Services” on the host’s network cards
accomplishes 50% of this goal; however the “Shared networking (NAT)” option
still allows the virtual machine to access the network.

I have also tried creating a Windows Firewall Exception for “Virtual PC.exe”
with a scope limited to 127.0.0.1/255.255.255.255, but this does not work.

Any suggestions are appreciated!

How about in the settings, change the Network adapter to None, and then drag
a shortcut to the VM to a folder or the desktop and only allow the guest
machines to be run from the shortcuts that way no one can get into the
console to change the settings.

Thank you for your response, however I’m afraid your suggestion will only
work if the .vhd and .vmc files are pre-defined and made read-only.

I’m trying to set up Virtual PC to allow the user to create their own
virtual machines, but at the same time prevent those virtual machines from
accessing the network.

I can't think of any way that a user could have the right to create a vm
but not have the right to configure it.
