Cannot instal on NTFS drive

To instal Win98SE as a Virtual PC (version 6) on a WinXP formatted NTFS.
The VPC Help file says:
"Because there is no operating system installed on the virtual machine, a
message is
displayed to Reboot and Select proper Boot device or Insert Boot Media in
selected
Boot device. Ensure that the virtual machine window is the active window on
your desktop,
and then do one of the following:
Insert the startup CD for the operating system into the CD drive, and then
press ENTER "

Problem: the VPC can start SETUP.EXE from the Win98 CD but
after subroutine to format "unallocated" drivespace (presumably
what VPC has already set aside) the setup process does a reboot:
1. If the boot floppy is in place, this sees no FAT hard drive
therefore makes its RAMdrive drive C:; and there are no DOS
drivers to enable access to the CD.
2. If we reboot with no floppy, although the bootable CD is in
place and selected by VPC as "Use Physical Drive O" we get
"Reboot and Select proper Boot device
or Insert Boot Media in selected Boot device"
(Opening and reclosing drive O: does not work.

What should I do next?

Start with the floppy
FDisk to create your partition.
Format the partition.
Then reboot and you can then run the setup.
