It should have created a shortcut in your program menu called "Microsoft
Virtual PC".

Assuming you chose the default installation folder, you should be able to
find the application in: C:\Program Files\Microsoft Virtual PC, unless you
accidentally installed the version for 32-bit Windows on a 64-bit version of
Windows.

In that folder, there should be a file called Virtual PC.exe - if there
isn't, then the installation failed. If there is, this should launch VPC.
Assuming it does, simply create a shortcut to it on your Programs menu.
