Absolutely. In fact, Vista won't even know that it's running on a virtual
machine - it has no need to know...

However, there are several things to bear in mind:

1) a virtual machine emulates a specific set of very low-spec hardware -
makes no difference what hardware your host has...

2) apart from a very few exceptions, virtual machines are considered the
same as physical machines in terms of licensing - if your software licence
doesn't allow it to be installed on more than one physical machine at the
same time, it almost certainly won't allow you to install it on a virtual
machine if it's already installed on a physical machine...

3) apart from devices like mice and keyboards, and devices like memory
sticks and external storage devices which can be networked, Virtual PC
doesn't support USB at all...
