Moving Guests

Can a guest OS be moved from one host (one pc) to another host
(another pc) or is there something that locks the guest to the host on
which it was built?

It can, but you want to make sure the VM is shut down and you may want
to boot into safe mode the first time after the move if it's a
different kind of processor.
