Is your VM disk a fixed-size disk or dynamically expanding? NTFS or FAT32
formatted?

The disk is dynamically expanding and still has plenty of space. It is NTFS.
Since my post I tried compressing the file and did get it to copy to the vm.
I could not get it to expand. I then created a fixed 25GB disk and attached
it to the server. I was able to expand the file to that disk.

I still can't find anyplace that tells me I can't do what I originally
tried.

I cannot copy the file from the fixed disk to the dynamic disk without
getting the same result I got trying to copy directly to the dynamic disk.
