I'm not sure what you are asking. Certainly you can install Nero on a server
on which the Hyper-V role has been activated. Burning a DVD on the physical
DVD drive will impact the performance of other tasks running on this server,
at the same time, Without question. How much is difficult to say, not
knowing the tasks running.
If you are asking about burning from a VM, this can't happen. VMs can only
read, not write, DVDs.

Bad idea. Your hyper-v host should be doing nothing but being a hyper-v
host. The last thing I would put on it is a bloated product like Nero!
If you need to create ISO files from DVDs/CDs, use something minimalist like
IsoRecorder. http://isorecorder.alexfeinman.com/isorecorder.htm. And if you
need a way to mount ISOs, see Virtual Clone Drive -
http://www.slysoft.com/en/virtual-clonedrive.html. Both are free, though
Alex does request a donation for IsoRecorder.
Doing any "burning", including ISO creation, will have an impact on
performance.

creating iso's or burning CD's or DVD's is imgburn -- I wouldn't do
without it.

somehow, I never learned to love imgburn. Now that I have Win7 everywhere, I
don't care. But Alex's little utility has always seemed to me the perfect
small utility. It does one thing, does it well, and doesn't impose an
overhead.
(FWIW, on my Win7 laptop I run other, not free, Slysoft utilities to
simplify making archival copies of certain fussy DVDs and CDs. Good
products.)
