No, it isn't possible to assign more than 4 virtual CPUs to a guest OS.
However, with that configuration, I'd turn off hyper-threading so that you
only have 8 total cores. Now, when you assign 4 virtual CPUs you'll have 50%
utilization on that VM. (Assuming you haven't over-committed.)
Can you run RD Session Host on the physical host? Yes, but it's not
recommended. And it will affect your licensing, since running any additional
roles on the host eliminates your +1 license.
