Vista - Services and other

Is there a way that a service can be disabled in an account and the same
service is enabled on another and if yes how am i going to do that.
I tried to do it but when i disabled the service in the 1st account,it was
disabled also in the 2nd.

Is there the option in Vista of Creating Hardware profiles like there was in
XP.
In user profiles the only parameter i can change is "Local\Roaming
profile",nothing else?I did not find any other adjustable parameter.
By creating more than 1 account does that make Vista to boot\starup slower?
