the system administrator has policies set to prevent this installa

If i try to uninstall ANYTHING on my Computer
AMD Athlon 64 FX 62 DUal Core Processor 2.81 GHZ
2047 MB RAM
nForce590SLI Mainboard
Nvidia Geforce 7950GT GFX card
(Vista Ultimate x64)

I get this annoying message.

"the system administrator has policies set to prevent this installation"

I am the only User on this computer and i am labeled as the Admin

I have tried configuring options in the gpedit.msc and those have not worked.

I honestly have no idea how to fix this or what has been causing this but my
computer has been doing this since i built it (early summer '07)
