User Profile Service problem

Hi all. I've been at this for days now and can't find any instance of this
particular problem. All similar problems aren't quite the same and their
solutions don't seem to apply to my problem.
On my computer running Vista Home Premium, I have 3 user accounts (2 admin,
and 1 standard). I am trying to add another account. If I set it up as a
standard user, when logging on to it, I get "The User Profile Service service
failed the logon. User profile cannot be loaded." If I set it up as an
administrator, it will logon, however no background and none of the normal
folders (documents, pictures, etc) are there. When navigating to C:\Users,
there is no folder there for the new account.
Any ideas??
