Vista Home Admin issues

My laptop hase Vista Home, recently I have not been able to access things on
my laptop. When trying to access control panel or run any programs I get and
error stating, 'you do not have admistrator permissions to complete this
action 'or something like that. Sometimes rebooting it helps, but then it
goes back to not allowing me to run or access anything but the internet.
'Run as Administrator' has not worked at all and alsoa System restore did not
fix the issue.

Do you run as a user or admin most of the time? If Admin you may have
a virus preventing you from doing what you want. Mac's have 2
accounts, normally users run as users not admins. Vista is trying that
for us because Mac's don't have the virus and spam issues we Windows
users have. One can argue that Mac's don't have the market saturation
to justify the hackers trying to hack them, but if you do not have
Admin rights, little can be installed including viruses, spam,
trojans, etc.
