how can i set up sidebar for all users / set up an active desktop?

Is there a way to share all gagets from my main accts sidebar with all users
of the system. I loaded say it and want my kids to use it for homework when
they are doing spelling/english assignments.

I also wanted to know if there is a way to set up an active desktop like in
previous versions of windows. There are websites I want to track without
necessarily opening IE.
