Two administrators - different priviledges?


I have two user accounts setup as administrators on my computer, but
they act differently. Both accounts have UAC enabled. In one account, I
receive error messages when performing different action, such trying to
add a printer or access another computer on the network. The error
message says that "the operation has been canceled due to restrictions
placed on this computer. Please contact your administrator." I found
that I can actually install the printer if I right-click in the printer
window and select Add Printer from the "run as administrator" section.
However, this account is an administrator, so that's a little
confusing.

Ok, whatever, Vista is protection happy, I get it. Now for the weird
thing, the second account can Add a Printer from the same window without
having to go to the "Run as Administrator" part of the right-click menu.
What's going on here, and how do I give the first account the same
access settings? Like I said, both accounts have UAC enabled, and both
accounts are in the Administrator group (and only in that group).
They're both the same as far as I can tell.
