why won't it grant me access

I am using Vista Home Premium,I guess I dont understand alot of the new stuff
yet!
I am an administrator on a shared computer but it will not let me access
alot of files and folders such as cookies,startup,etc.
Why Not?

You have to elevate yourself to a higher level in order to gain access to certain files/folders ( if that makes any sense to you , it never does to me. But that's another issue.). To gain access to files/folders that your are denied of, right click on the file/folder, click Run As Administrator, then open the damn thing. Please reply if it works for you or not.

TCW:

The UAC (user account control) is the process that is limiting your access. You can add a "take ownership" option to the right click of a folder or file by following this tutorial: Context Menu - Take Ownership

That should allow you to manage the folders/files you need access to.
